Portugal strengthens appeal to international investors

Find out where Portugal is ranked for investment attractiveness in Europe, according to Ernst & Young

Portugal has once again been recognised as one of Europe’s most attractive destinations for foreign direct investment (FDI), securing a place in the top 10 of a major international ranking.

The latest Ernst & Young (EY) European Attractiveness Survey places Portugal ninth among the continent’s leading investment destinations, ahead of several established European economies including Switzerland and the Netherlands.

The strong performance reflects Portugal’s growing ability to attract international businesses looking for stability, innovation and long-term growth opportunities.

Beyond its overall ranking, Portugal also stood out in sectors shaping the future economy. The country was named among Europe’s top five destinations for artificial intelligence and data centre projects in 2025, highlighting its increasing importance as a location for technology-driven investment.

Portugal’s impact on employment was equally significant. The country ranked eighth in Europe for jobs created through investment projects, with 11,591 new roles generated as a result of inward investment activity.

A combination of advantages continues to support Portugal’s investment success. The country offers a highly skilled workforce, a competitive operating environment and a strategic Atlantic location that provides strong links to both European and international markets.

At the same time, Portugal has developed a reputation as a centre for innovation, attracting investment across a range of sectors including technology, renewable energy, cleantech and digital infrastructure. These strengths, combined with political stability and a high quality of life, are helping to attract an increasing number of international companies and entrepreneurs.

Paul Stannard, chairman and founder of Portugal Pathways, said the latest rankings reflect a broader trend that has been building momentum in recent years.

As competition for global investment intensifies, Portugal continues to demonstrate its ability to attract projects that support economic growth, innovation and employment.
